Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are fought: positive announcements are issued from different nations. Immense energy is devoted on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "settlement".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor projectile deployments from across the border, a capacity provided through timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to engage hostile aerial threats streaked across the sky – modern combat jets provided to Ukraine by European allies.
Shortly after, Kyiv's missile defense activated: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by partner states. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: possibly the hostile projectile won't cause damage this time, protecting urban areas from catastrophe and additional electricity failures.
Persistent Threats
Not long after, a automatic firearm engaged a drone close by, part of a defensive team – almost certainly imported technology. Unfortunately, the shots failed to hit the hostile drone – it continued its flight toward its destination.
With pauses, this carried on until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and utility failures in numerous residences as a result of the evening attack. As always, everyone still continued their routines – experiencing conflict. But those entire period encapsulated Ukraine's vital need on international aid – a reliance that neighboring countries are demonstrably unable to fill in the near term.
Unsuccessful Negotiations
The comprehensive proposal from US administration generated strong feelings, debate and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually secure success. This cycle will, certainly, persist.
Strategic Calculations
It is convenient to criticize particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. US administration operates on a premise well known to seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is unrealistic to compel Moscow to abandon the land that it presently holds in Ukraine's southern or eastern regions.
The problem is that while recognising this factual reality, American administration does minimal to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not change more in its favour in the coming year.
Divergent Views
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing people and territory but averting a total frontline collapse until conditions improve in its favour.
Existing Situation
Realistically, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: political desires to mediate resolution and secure international recognition, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unworkable, so that their attention does not move to homefront challenges. And although their task will now be significantly challenging after current events, it remains highly unlikely that this will modify their basic position.
These two forces are influencing discussions.
Conclusion and Outlook
It took a just a single week to eliminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.
While new plans based on previous concepts are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and demonstrate certain reluctance to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, primarily depend on sustained allied backing.
